The Montana Election Observation Initiative (MTEOI), co-sponsored by the Maureen & Mike Mansfield Center at the University of Montana and The Carter Center, is a nonpartisan election observation effort designed to increase trust and transparency in elections. Launched in 2024, the effort is led by and for Montanans. Observers will be trained in relevant laws, procedures, and safeguards in Montana’s electoral process and will verify that those procedures are followed consistently. Nonpartisan election observers represent all voters, do not interfere in the election process, and report what they see. Observers’ findings throughout the state will be aggregated to assess the quality of elections in Montana and shared with the public following the election.
Job Description for Regional Coordinator
MTEOI is seeking four Regional Coordinators to support nonpartisan observation efforts for the 2026 elections. This role is ideal for an organized, people-focused leader who wants to strengthen civic participation and trust in the democratic process. Each Regional Coordinator will conduct and lead others to conduct non-partisan observation activities in five counties in Montana.
MTEOI has identified 20 counties in Montana for its observation methodology in 2026. Regional Coordinators must reside in one of the counties in their respective region.
Region 1: Chouteau, Hill, Pondera, Toole, Valley
Region 2: Broadwater, Teton, Cascade, Gallatin, Lewis & Clark
Region 3: Flathead, Glacier, Lake, Missoula, Ravalli
Region 4: Big Horn, Carbon, Custer, Rosebud, Yellowstone
What You’ll Do
Observer Management: Recruit & supervise election observers in your region as they observe various electoral processes, coordinate printing & distribution of observer kits, and coordinate deployment plans for electoral procedures and polling places
Training: Attend MTEOI trainings of trainers, manage regional observation training logistics, and serve as lead trainer in county-based training locations within your region
Leadership: Serve as a regional leader as MTEOI deploys local observers across the state and liaise with county election officials
Communication: Provide weekly progress updates and liaise with the Network Manager and, if needed, Mansfield Center & Carter Center staff
Travel: Travel to respective counties in assigned regions as needed to support observation activities and strategies
Requirements
Valid driver’s license and reliable transportation
Strong communication, organization, and leadership skills
Availability during evenings and weekends during peak election periods for the 2026 primary and general elections
This position is contracted through The Carter Center, a Georgia-based employer.
Experience:
Project management: 1 year (Required)
Volunteer management: 1 year (Required)
Familiarity with nonpartisan organizing, election administration, or observation (Desired)
Work Location: Hybrid remote, must reside in one of the counties in the respective region.

Pay: $3,500.00 per month
